Выполнен анализ мирового и отечественного опыта доступа рыбаков к эксплуатации морских водных биологических ресурсов. Приведены данные о недостатках «исторического» принципа распределения квот для промысла. Разработаны предложения по увеличению отдачи для государства и общества от эксплуатации федерального сырьевого ресурса частными рыболовным компаниями.

An analysis of the global and domestic experience of access of fishermen to the operation of marine water biological resources was performed. The data on the disadvantages of the "historical" principle of distribution of quotas for fishery are given. Proposals were developed to increase returns for the state and society from the exploitation of the federal commodity by private fishing companies.
